GOALS
Tourism represents a strategic theme for research and public policies, considering its economic, as well as social and environmental importance. Historically, this has still been considered as a peripheral topic, in the scope of research and public policy or, it has been simply interpreted as an activity only by the logic of the market.
However, in recent years, the perception of its economic value, as well as its potential social, cultural and environmental impacts, has been influencing a new approach to research, based on an interdisciplinary reading that seeks to translate the diverse dynamics of tourism in contemporary times .
Thus, a significant effort has been undertaken by many public research institutions in Latin America and Europe to promote new perspectives of tourism interpretation and actions with this direction, aiming at the construction of theoretical methodological bases directed to the so-called sustainable tourism.
Based on this background, thethis seminar is to main objective of discuss and interpret public policies in their articulation with heritage, understood in a broad sense and encompassing tangible (architectural, historical, natural, etc.) and intangible current context, in relation to tourism, at the national and international levels.
The specific objectives of the event are to contribute to promote and strengthen a qualified and interdisciplinary approach in research, planning and training in tourism, reading heritage, in articulation with public policies and, also, to collaborate in the construction of bridges between academic research and the extension and, between academia and public management and society as a whole, based on the principles and commitments associated with sustainability in tourism.
The target audience This potential involves researchers and tourism professionals and related subjects that develop research and / or projects in the theme of Tourism, Heritage and Public Policies with interest in elaborating joint research proposals and actions arising from it, and networking among research groups and universities associated to TP3 Networks (Brazil) and ASTRES (France), as well as others that may have actions in partnership with this approach.
The structure of the event will be composed of round tables, 03 working groups and joint debates for the construction of research proposals and cooperation among the researchers involved. In this regard, the following issues will be addressed in the event, which will be discussed and improved throughout the process to guide the development of cooperation and research projects among the Brazilian and French associated researchers:
a) What are the priority research themes in Heritage, Tourism and Public Policies?
b) What is the role, significance, and impact of policies aimed at public heritage in relation to tourism in contemporary societies?
c) What are the main challenges for integrating public policies with this approach?
d) How to reformulate tourism public policies in the current economic context in France, Brazil and, more generally, at the global level?
e) How to design scenarios in the interface between Heritage, Tourism and Public Policies, in the context of Agenda 2030 and the Paris Agreement?
ORGANIZATION
This initiative is the result of a network of Latin American and European research institutions, with the objective of promoting a qualified and critical debate about tourism, in its interfaces with contemporary dynamics, from a perspective of projecting scenarios before the civilization crisis and global agendas.
The event represents a continuation of the movement started in 2016, through the Franco-Brazilian cooperation in tourism research, on a sustainable basis. This initiative also inspired a second meeting in Paris in 2018, and is unfolding in the present event, in the expectation that biannual meetings can be held on a permanent and alternative basis between the two countries.
The purpose of this research network is to initiate a joint effort dedicated to strengthening links for interdisciplinary research and human resources training at the postgraduate level in this thematic field. It also recognizes the need to improve dialogue between academia and other sectors of society and to promote a regular exchange of experience in both countries.
Thus, from the first event of 2016, the second international seminar was held in Paris in October 2018, and the third will be held in Belém from November 6 to 9, 2019, with the objective of connecting and strengthening the networks of the two countries, based on a common approach to the theme Tourism, Heritage and Public Policies , the inspiration for this proposal.
In Brazil, the main institutions that make up the core of the TP3 Network are UFRJ - Federal University of Rio de Janeiro, USP - University of São Paulo, UNICAMP - University of Campinas, UFPA - Federal University of Pará and UFRRJ - Federal Rural University of Rio de Janeiro.
In France, the institutions involved are linked to the AsTRES Network, a network of universities and higher education institutions, specializing in tourism research and education (http://association-astres.fr/fr/).
